Let me select an example non-profit organization for you - you can extend this proposal to a similar organization within your locality/country.

For my example, I will take the example of "Adar Poonawalla", an organization which strives to improve garbage collection and general cleanliness in a particular city in South Asia. I will give you a sample proposal on the points raised in the question:

Respected Management,

I write this proposal to you as a citizen of this nation, who has taken cognizance of the fact that you are doing a lot for the improvement in the general cleanliness of the country. I have immense respect for the work done by your organization, and have also been a keen observer of the same. In this regard, I have a few suggestions/proposals to take the work done by your organization to the next level.

Provision of services: Currently, the organization is taking excellent care of garbage segregation and disposal in 3 areas out of the total 10 areas present in the city. My proposal would be to increase the number of areas to 6. I trust the organization now has enough infrastructure in terms of trucks/personnel to make this expansion. I firmly believe that instead of diversifying the services, you should indulge in expanding the service to more areas as the core service you provide is of immense use to the entire city, and a lot of people will be benefited from it.

The supply/demand equation is always going to be consistent and will remain what you have seen so far, as the demand for garbage disposal is bound to exist, and is never going to go down. Citizens will always generate waste material, and if we can figure out the most efficient way to dispose of them/collect and treat them, then we can do a great load of work for our environment as well. The demand for this service is only going to remain constant/go up in future.

In terms of competition, the only competition that exists currently is the government's default collection mechanism. However, due to lack of manpower and inefficiencies in garbage collection/treatment by the government organizations, we don't expect any significant threat to your core operations.

I would also make a recommendation for you to have a social media presence highlighting the type of work done, and preferably showing statistics (such as tonnes of garbage treated per week) - this will also help in securing donations/funding from the good samaritans of this city. This will only help you in ramping up your infrastructure going forward.

In short, while the external demand for your services are bound to go up and it is dependent on you whether you would like to expand further at this point in time or if you would like to focus on your key areas being served now, in terms of manpower, I would recommend you to ramp the same up by around 30% as the demand is going to only go up. People have started appreciating your work and are more than ready to ensure segregation at their end and ensure full co-operation towards your cause. Hence, kindly look at ramping up the core workforce by at least 30%, and then please go in for a phased expansion of your services.
