The public service culture that is present in this case was public service motivation, which was related to motivational base of public service. Wise thought that public service motivation is found more in the government than in private sector because, public service has three categories which are normbased, affective, and rational motives. I do believe that Healy motivation for accepting the job at the Red Cross presidency was in line with the public service motives, because she was at the top of her career and she was running things different from others but at the same time trying to do her job. Sometimes others do not like when someone new come in and try to make changes. And other thought that she was not a people person and with this type of job a person must be people -oriented. Professional personnel that are working in public setting should always work to provide for the public good of the people that they are working to help. Yes, it does show some contemporary problems of public personnel motivation, because public service motives can be advance but have been found to be reason for administrative behavior.
