Most of the people or organizations in the world react on a defensive way when they are told that their authority will be transfer to some one else, it doesnt matter that is a restructure it is the fact that you are taking hiw authority or power away. People work hard to be seen as some one with authoirty and resent when his job will be done by some one else.

On this case, the people will look the restrucutre as a threat to his job and to the organization well being.

People have the natural instinct to protect what they think it belongs to them and their teams, so the workers that report to the new manager will resent him and probably will give him a hard time to prove loyalty to their previous boss, nothing agains the qualification of the new person or that it is for the greater good of the company they just want to make their point.

In order to overcome these issues is within the leadership of the corporate hierarchy.

Upper management must show its leadership and if necessary need to talk to the people who are making an obstacle on this transition, people need to understand this is business.
