Many services, such as airlines, conduct their scheduling in two stages. First, an overall macro schedule is contracted and optimized for costs and service to the customer. This schedule is hen considered to be the baseline for detailed scheduling to attempt to achieve. The second detailed stage is then a real-time schedule to adjust the macro schedule for any necessary changes, emergencies, and so on. Describe how this might work for airlines, hospitals, schools, and urban alarm services. What serious problems might arise with this approach?

Two stages of operational scheduling at one hand helps in deriving accuracy and having scope of quality check , also to reduce chances of error and fallacy in the second stage that directly deals with the end users.

However the disadvantages of having such a two tier stages of service , first being too time taking. Secondly it also to some extent increases the ambiguity.

The initial stages are more of the micro level management whereas the secondary stage is of macro management.

In context of School, Hospital and Airlines, it is helpful as they deal with the front line customer service which should be free of hassles in the final transaction stage and mustn’t be leaving any scope of anomaly. These are sectors that deal with sensitive and core human service. Thus it is always beneficial to be on the safer side and managing the operations in two tiers, thereby giving less scopes to incur false situations wherein the customers be offended.

Thus the first tier research work on the ground level on a virtual trial basis is helpful in these industries. However, not as useful for the other sectors which needs prompt real time service
