The present Prime Minister of India Mr. Narendra Modi is a famous person and an able communicator.
An able communicator is able to quickly gauge the mind of the audience, their perceptions and interests and deliver his message accordingly. Communication is a blend of verbal and non-verbal messages and both together impact the receiver.
An able communicator is able to use the content of his message and the non-verbal cues like the tone used, his body language for effective communication. The receiver or the audience then interacts with the sender of the message by their non-verbal cues when the sender conveys his message.
Thus the communicator soon is able to develop a relational angle with the audience. He can be assertive without hurting the feelings of the audience and convey even difficult decisions without offending the receiver(s).
An able communicator would thus not appear to be reading out a text to convey his message but would appear to be rhetorically sensitive and spontaneous using verbal and non-verbal cues like body language, inflexion of tone and eye contact throughout the process of communication. When the audience or the receiver has to convey he would be an attentive listener and thus try to understand what the audience is trying to convey and thus the communication process becomes more interactive, interesting and meaningful. This truly is a sign of an able communicator - one who can make this process interactive.
Effective communication is a learned skill to a point but beyond a certain level of proficiency much of the depth of one's communication skill would depend on other behavioral attributes of the communicator like his social skills and thus the use of non-verbal cues, perceptions and listening skills amongst others. Thus everybody can develop his or her communication skills to a point but to be an outstanding communicator there have to be some other intrinsic skills as mentioned above that goes into the making of outstanding communicators.
In my opinion good communication skills is not gender specific however as we get to see more males in the public domain as leaders and statesmen there may be a perception that this skill is more to be found in males.
Communication competence is the same at the very core of the process across cultures but the blend of the verbal and non-verbal messages would differ across cultures to address their varied perceptions, beliefs and values.
