It comprises of many components that goes into the making of a project baseline
In short baseline is nothing but a framework , representing what needs to be done to deliver what the project is for

Project baseline and earned value approach ,set standards on which a project is monitored.In other words they provide the metrics on which the effectiveness is measured or if it is a product , then it defines the deliverables that are required , during monitoring phase both the baseline and earned value are used (standard against the variance) it basically helps in understanding the gaps on the project , and how to then to control the gaps that have occured .
