Could someone please help me with my business proposal? I don't know how to write the problem/opportunity statement and solution section for my paper. I have already written the other sections. I am just stuck with the problem and solution part.

This is the background of the homework:

In the 2015–16 Budget Speech, the Hong Kong Government announced a plan to introduce food trucks in Hong Kong. Food trucks have a long presence in overseas countries. The plan aims to add food diversity to the city, provide a gateway for entrepreneurship, create job opportunity, and enliven the environment.

The Tourism Commission of the government has launched a two-year food truck pilot scheme. In the scheme, the food trucks will be allowed to operate at six tourist spots — Golden Bauhinia Square, Salisbury Garden, Tsim Sha Tsui Art Square, Central Promenade, Ocean Park and Disneyland.

At one of these six locations, two food trucks will operate at a time and all the 12 trucks will rotate from one location to another. The Tourism Commission has made it clear that the trucks being offered a licence should: (1) offer creative and high quality cuisines; (2) look attractive; and (3) meet food safety standards.

This pilot scheme is now open for applications. You and your partner(s) are planning to draft a business proposal to compete for a licence. Write a proposal to describe the food served by the truck, the vehicle design, and a financial plan. Food critics, tourism representatives and the government officials will serve on the selection committee. Your proposal will be accepted only if it looks creative, feasible and profitable. You are allowed to Invent details to make the proposal sufficiently informative and logical.
