(2) Should employers agree to union contracts that limit their ability to to close a plant or send work overseas to save money?

No, employers should not agree to union contracts that limit their ability to close a plant or send work overseas to save money because the companies is there for business and any contract which can limit their ability to do the business should not be agreed. If the companies are not making profit then they can close a plant or business. If companies think that sourcing some part of business overseas can save their business by saving some money, in that case they should be allowed to doing so.
(3) Are unions to blame for so many jobs moving overseas?
No, May be the unions are the one factor for moving so many jobs overseas but they are not the only factor therefore they should not be blamed. The other factors which influence the job outsourcing are cheap location, favorable government policy, and cheap raw material availability and nearby consumer market which can reduce the transportation cost etc.
