13. ammonia (NH3), ethanol (C2H5OH), acetic acid (CH3COOH), water (H2O)

all these compounds have hydrogens attached to the more electronegative atoms ( either N or O) and these hydrogens are able to make hydrogen bond. all these compounds are hydrogen bond donor and acceptor.

but the formula of acetone is CH3COCH3 and it is clear that there is no hydrogen atom attached to the electronegative oxygen atom. so, acetone can't donate hydrogen bond but it can only accept hydrogen bond via O atom of -C=.O group

therefor, option C (acetone will be right answer).
