1. If KIO3 sample is not sufficiently dried that means it has some amount of water in it. When some measured amount of the KIO3 is dissolved in water to make the solution, the weighed amount also contains some amount of water ( as the solute was not sufficiently hydrated) . So the solution prepared will have less amount of solute, and hence the molarity will be too low.
