Normal partial pressure of oxygen is 75 - 100 mmHg and that of carbon dioxide is 38 to 42 mmHg.

These partial pressure refers to ventilation and oxygenation status of human blood. A low oxygen pressure and high carbon dioxide is caused due to hypoxia or vigorous exercising conditions . This means that the body lacks oxygen to carry out vital metabolic reactions and hence body performs anaerobic oxidation producing lactic acid. The condition called as respiratory acidosis. The opposite occurs in hyperventilation when carbon dioxide pressure increases, the condition called as respiratory alkalosis.
