H2SO4 + 2KOH K2SO4 + 2H2O
(0.750 L) * ( 0.420 M ) = 0.315 mol H2SO4
( 0.700 L ) * ( 0.220 M ) = 0.154 mol KOH
0.154 mole of KOH would react completely with 0.154 * (1/2) = 0.077 mol H2SO4 but there is more H2SO4 present than that so H2SO4 is excess and KOH is the limiting reactant
