Suppose the reaction mixture is made by mixing 1ml of 0.1M KIO3 with 4 ml of 0.2 M H2SO3 for the reaction,

KIO3 + 3H2SO3---->KI+3H2SO4

Initial concentration of KIO3=[KIO3]o=moles of KIO3 in the reaction mixture/total volume of the mixture=(1ml*0.1mol/L)/(1ml+4ml)=(0.001L*0.1mol/L)/(0.005L)=0.02 mol/L=0.02M

Similarly ,initial concentration of H2SO3=moles of H2SO3 in the reaction mixture/total volume of the mixture=(4ml*0.2mol/L)/(1ml+4ml)=(0.004L*0.2mol/L)/(0.005L)=0.16 mol/L=0.16M
