1. The negatively charged OH- ion will be attracted by positively charged Electrode( Point - A), and positively charged H3O+ ion will be attracted by negatively charged electrode (Point -B).

To donate an H+ ion from a water molecule, there should be a positively charge electrode to attract the OH- ion from it, and there after one negatively charged electrode(B) will attract the H+ and will form H3O+ ion.
