Procedure A is preferred better.
Transferring 25mL into a graduated cylinder might not turn out to be accurate; either the graduation may come at fault or the least count of the cylinder might be too large for accuracy.
Moreover, pouring from graduated cylinder leaves behind few droplets, which are difficult to compensate for. There is a higher probability of spillage of water from cylinder.
