As we can see from the data table given:
Changing the conc of NH4+ has no effect on rate of formation of N2. So reaction is zero order with respect to NH4+.
When we triple the conc of NO2-, the rate of formation of N2 increases 9 times. So reaction is second order with respect to NO2-.
Thus the rate law is:
r = k*[NO2-]2
