The atomic number is equal to number of protons in an atom
So 7 protons means an atom of an element is Nitrogen.
In neutral atom the number of electrons are also equal to number of protons.
But in this problem the atom contains 10 electrons means it gains three(03) electrons.so it gets three units negative charge.

b)The number of protons = 20
The number of electrons = 18
