Here ,
initially , as the elctric field was zero at the centre of the circle
the resulting electric field due to remaining 11 charges cancel out the electric field
due to the removed charge
hence , the remaining electric field is same in magnitude and oposite to the electric field
of the removed charge
as the electric field due to southern most charge is towards North
the electric field of remaining charges is towards SOuth
the direction of the electric field at the center of the circle towareds SOUTH
