Without your hydroxide source, I have to use a placeholder for your hydroxide's molecular formula in the molecular equation:
Fe(NO3)3 (aq) + 3MOH(aq) ===> Fe(OH)3(s) + 3MNO3(aq)
Fe3+ (aq) + 3OH-(aq) ===> Fe(OH)3 (s)
Using water would cause the absorbance to increase. The acidic solution allows the basic Iron Hydroxide to stay dissolved, and thus reduce the absorbance and increase transparency. Using neutral water would cause the solid iron hydroxide to precipitate, increasing absorbance.
