Even though both have used the same organism and same antibiotic concentrations, the zone size on agar plate also influences the inhibition. If the zone is shallow, then there will be more inhibition as the growth of antibiotic is spreads in three dimensions. If the zone on agar plate is deep, then also rate of inhibition not observed.
