Error Message for Excel There was a problem sending the command to the program

The actual message: There was a problem sending the command to the program. I only have this problem with excel
I am using Microsoft Office 2013 Professional Pro. I have windows 7 Home Premium

I understand there is a webpage addressing this issue (http://support.microsoft.com/kb/211494#appliesto) but I have already tried their solutions and they didn't work. My "Ignore other applications that use DDE" box was never checked in the first place. I checked myself and then when that didn't work because the box wasn't checked I downloaded the fix it program. That didn't work either.

Then I read about running excel in compatibility mode but I checked and it's not running in compatibility mode.

What do I do now?
