From the data, it can be infered that,
when NO2- will be trans to Cl , NO2- will be exchanged very rapidly with py because Cl is very gud trans directing group. Same case aplies also when Cl will be trans to Cl. But, in case of cis, Cl will not be prominently active, thats why reaction rate is very low.
These statement is supported by enthalpy of reaction as well as entropy of reaction.
As the reaction will go fast, rate of reaction will be high, heat of reaction will be low and entropy will be high.
