If chlorine would not have been enough then chloromethane, dichloromethane, tri-, tetra- all would be possible products but when chlorine is enough or in excess then reaction stops at tetrachloromethane in presence of sunlight. So, the product is tetrachloromethane.

2) Reaction will proceed by radical formation. So the final product is one Br on methyl group. There will be no Br on tertiary butyl group, as radical will be stabilised by resonance when it is on methyl group.
