As an employee of an organization it is required to adhere to the organizational reporting structure when such an incident occurs. There are certain scenarios like fire, flooding, etc when the employee has to take immediate action by informing the state authorities. But in scenarios like one presented above, it doesn't fall under the emergency category. So, it has to be taken up the matrix. They shall take the decision as per the principles of the company.
The root cause of this problem was not handing over the shift information to the night manager properly and also not labelling the barrel correctly. Corrective action needs to be taken and a good system of tagging the items needs to be done.
Also escalating to the higher authorities gives them a visibility of the loop holes in the process, which is a good room for improvement of the process.
