According to Boyle's Law Volume of an ideal gas is Inversely proportional to absolute pressure at constant temperature, or product of Pressure and volume is constant for fixed mass of ideal gas at fixed temperature.

Formula to apply
P1V1 = P2V2
(1.0 atm).(22 mL) = P2 (8 mL)
P2 = 2.75 atm
When the syringe is filled completely with air the pressure at the surface was given = 1.0 atm. That means when there was no pressure applied on the air present in the syringe it is equal to the atmospheric pressure.
