ANSWER:
If we have air refrigerated the 1080 steel then as air cool itself propose that the rate of cool is not very high and the grain of steel get sufficient time to grow bigeer and better which is called as GRAIN GROWTH.
When grains produce bigger then they will result in uncouth grain arrangement. And power of a fabric have coarse grain arrangement is always less than the cloth having fine grain organization.
To improve the power we usually do the process usually known as GRAIN SIZE REFINEMENT.
In this process we change coarse grain arrangement to fine grain structure to achieve higher power. We can also add to the power by as long as water cool or any cool in which rate of cool is comparatively high than air cool.
Because when the rate of cool of very high then grains won't get sufficient time to grow and will be rehabilitated into a fine grain arrangement resultant in higher power.
