Explanation / Answer

Molality (m) = XNaoH / Xsolvent * 1000/ Mw of solvent

    XNaoH = 0.31 , Xsolvent = 1-0.31 = 0.69

Mw of solvent(water) = 18

= (0.31/0.69)*(1000/18)

= 24.96

its close to 25 .So answer is E
