pH in a buffer is not changed drastically when HCl/NaOH is added since there is a conjugate equilbirium common ion effect:
HA + H2O <--> H3O+ and A-
NaA --> Na+ and A-
There is A- (acetate) in the common ion.
If you add HCl or NaOh, the equilibrium shifts to products/reactants and the pH is not affected strongly.
When you add NaOh and HCl to water alone, the change of [H+] is pretty strong, the pH changes very quick

A better solution for pH contro, will be the buffer, since it can withstand greater HCl/NaOH additions in solution

The buffer depends on the acid/bas and its conjugate. If you want to control acidic pH, you should choose Acidic buffers, if you need high pH values, then apply basic buffers for its control
