(a): We can use strong bases like C2H5ONa/C2H5OH, lithium diisopropylamide(LDA), NaH etc. to deprotonate.
(b): The reaction of R' - LG with the deprotonated carbonyl compound proceeds via SN2 mechanism. Hence only primary alkyl halide, allyl halide and benzyl halide favor the reaction. Hence the structure of R should be primary, allyl or benzyl group.
