1) Half reactions are:

Eo for the reaction of Cu in both cells adds up to zero
Cu+2 & Cu --> Cu+2 & Cu
Using Nernst equation:
E = Eo - 0.0592/n (log Q)
E = zero - (0.0592 / 2 mol electrons)(log prod/reactants)
E = - 0.0296 log [1e-3] / [2]
E = - 0.0296 log 5e-4
