Looking overall, having more people covered by health insurance and utilizing preventative services can focus dollars to the lower cost avenues of healthcare and could potentially improve health of the population.  Though having more of the population covered may not change the way people use coverage.  If people still don't utilize lower ends of healthcare and continue to use the ED or wait until they need to be hospitalized, the cost of healthcare expands overall.  I wonder if a blend of lower charges coupled with the reduced reimbursements and increased enrollment and healthcareusage could be an option

Explanation / Answer

In my view, a blend of lower charges coupled with the reduced reimbursements will not increase enrollment and healthcare usage. This will further move people away from using healthcare facilities. Some sections of the population may not be able to afford the increased cost and out of the pocket expenditure on seeking healthcare. Instead, an awareness may be created among people to seek medical intervention early through electronic and print media.
