Eo Co+2/Co = -0.28

Eo Sn+2/Sn = -0.13

Eo Cl2 /2Cl- = 1.36


we can see that

Eo Sn+2/Sn > Eo Co+2/Co

So

Co+2 cannot oxidize Sn (s)

similarly

Eo Cl2/2Cl- > Eo Sn+2/Sn

Sn+2 cannot oxidize Cl-
