according to electrochemical series
Cl- is week ligand where as
CO is strong ligands
while filling the d-orbital in strong field complexes
electrons in t2g will pair up first then will go to eg orbitals
means paired electrons are more in this so this is high spin complex
whereas in case of Cl- all t2g and eg orbitals will fill with one one electrons
than it will start pair up
so less high spin
