1)flurocence caused by a radiative transition between sates of same multiplicity . i.e ; singlet to singlet, triplet to triplet. s1 to s0 is the most common.

2) raditionless transitions rate constat ir iversly proportional to the rate constant of fluroescence .

3) absorbance wave length should be lower than the fluorescnce wave length beacuse when absorb energy molecules goes to higher vibrational levels of the excited satete. then they have to come down to the lowest vib energy state of excited satate before its undergo fluorecnce. due to this vibrational relaxation some enery will lost as thermal energy,, then remaining energy of excited molecule will release as fluorocence and comes dwn to the ground state. thus high energy (low wave length) for absorbance , low energy(high wave length) for the fluorocence.
