With all the given requirements

1." The importance of sunlight effect in seedling in first 2 weeks of growth", can be the observation visible thing to experiment.

2. Use /Rationale will be that sunlight is ecologically how necessary related with earth and scientifically also how we can enhance some thing ,making useful to use and yes to society it is awareness for us to grow plants in environment.

3. In this Hypothesis can be" we all know how sunlight is necessary but experimentis always for plants , here we are testing in seedlings"

4. Result can be like 5 seedlings with tape covered at one part of seedling dies at early stage and other 5 seedling with out tape survives, now water effects can be distilled water growth slow because lack of minerals, pond water is more effective than distilled , then tap water is even more healthy than tap water.
