a. Why are the noxious facilities often clustered in one part of town and the amenities distributed elsewhere? Offer as many reasons for this as you can.
b. People often assert "not in my backyard!" (NIMBY) when a noxious facility location is being proposed, but those facilities must go somewhere. What, in your opinion, would be the best way to organize the noxious facilities and amenities in an urban plan? How would your arrangement affect the city's social equity, economic efficiency, and environmental quality?

a. The racial differences and inequality between various income groups with different standards of living resulting in zoning of localities in the early 19th century in the form of community societies by niche members, who tried to gain exclusivity with a notion of protecting their zone from intruders. These societies often aimed at setting up amenities in their zones and shifting the noxious facilities clustered near low income neighborhood. Such practices of zoning have been continued since and a major cause of welfare injustice in today's society. The feasibility of easy access to amenities also is one factor in determining the location for setting up the amenities where people can easily use them, and noxious facilities are clustered away from the neighborhoods.
b. In urban planning the best way to organize these facilities and amenities is by setting up the strcit zoning laws according to the accessibility and safety. The distribution of these systems has to be in lien with the living population, segregating according to the number of people living. Further establish both the amenities and noxious facitlies in the respective layouts considering the usability of these layouts.
