In 2003, France experienced one of its hottest summers in centuries! There were thousands (close to 15,000) heat related deaths in France that year! Because of the heat, temperature of water in the rivers was also above normal. Much of France's electric power is generated by nuclear power plants. The power plants discharge their cooling water in rivers. But... because the temperature in the rivers was already too high, France's environmental regulatory organization shut down many of the power plants because the wastewater discharge would have further increased the temperature in the rivers and would have adversely impacted the fish in the rivers. So, without electricity, people could not turn on their ACs. This caused even more people to die of heat!
