THe approach is as follows.
For spending first 2 dollars, buying 4 bottles of glue has higher marginal utility than buying 1 bale of hay. 35>10.
We now have $12 remaining with us. So we spend $10 to buy 5 bales of hay, giving a marginal utility of 70.
Now for the last 2 $, we have two options, buy 2 bottles of glue giving a marginal utility of 5.5, or buy 1 bale of hay giving a marginal utility of 20. We will buy 2 bales of hay as it gives higher marginal utility.
