Communicating in practice - Answer questions in detail, and provide a 1-2 page paper on your results. There is no right or wrong answers, just give concise explanations behind your reasoning!
In recent years, public universities have experienced major budget cuts due to reduced funding from their state governments. These budget cuts usually occur at the most inopportune time - during the school year when contractual commitments with faculty and staff had been signed, programs had been planned and students were enrolled and taking classes.
Required :
1. Should the administration be "fair" to all affected and institute across-the-board cuts whenever the state announces a reduction in funding?
2. If not across-the-board cutbacks in programs, then would you recommend more focuses reductions, and if so, what priorites would you establish for bringing spending in line with revenues?
3. Since these usually are not one-time-only cutbacks, how would you manage continuous, long-term reductions in budgets extending over a period of years?
4. Should the decision making process be top-down (centralized with top administrators) or bottom-up (participative)? Why?
5. How would issues such as protect-your-turf mentality, resistance to change, and consensus building be dealt with?
Explanation / Answer
1)
The administration should not pass of the burden to the current employees and the students, instead it is should try to eliminate the extra costs
2)
Instead of across the board cutbacks in programs the administration should try to reduce any avoidable costs, they should plan well for the expenditures.
For more focussed reductions the wages of the employees should be set back to that of previous years instead of just laying them off which is a better option.
3)
For long time reductions we need to keep close eye on our expenditure and see if there are any avoidable costs, plan well for the expenditures, establish priorities in spending, in extreme conditions only we can reduce the amount of financial aid to students.
4)
The decision making process should be bottom up since the bottom one if participates in decision making it is more likely to adopted with our resistance , in this case the top management can lay the guidelines within which decision has to be taken.
5)
The situation should be discussed in a participative manner and should explain how resisting, or protecting you turf mentality can be a hindrance just for you but for others, if the wider picture of the situation is known , if they know how their participation can lead dealing with situation and come out as a winner would benefit organisation and in a way would be profitable to each one of them , it would help in dealing with the issues.
