3. One fuel that we haven't talked about is hydrogen. This is a carbon-free fuel that produces nothing but heat and water when it burns. Politicians and futurists have long extolled the merits of developing this as a universal fuel source. We have this in abundance, as one of the elements which makes up water. With this seemingly-perfect fuel at out disposal, some people have suggested that there is something of a conspiracy to keep this hidden. Do a bit of research. Are we missing out on something big here?Explanation / Answer
There are some technologies that appear to use water as a power source, but actually do not. For example, one could use electricity to perform electrolysis to break down water to hydrogen and oxygen then fuel the car with hydrogen. If presented with a bias, this could be described as using water to power a car. But, it is actually the electricity originally used to break down the water that is the fuel.
I’ve seen other examples where the car was powered by hydrogen, but a chemical reaction was used to separate the hydrogen from water. It appears that water is the fuel, but it is Hydrogen being used as the fuel. The Hydrogen is produced by a chemical reaction (not electrolysis). What these video don’t mention is the the metals (Lithium, Sodium, etc.) that are consumed in the reaction cost more than gasoline.
Conspiracy Theory: The water fuel cell claimed by Stanley Meyer appeared in the 1990s and involved modifying existing combustion engines to take fuel directly. Meyer's supposed mechanism involved utilising hydrogen-oxygen reactions to power the engine and consumed electricity (in his "fuel cell") to split water into these components — overlapping it with the concept of the perpetual motion machine, as mentioned by Phillip Ball writing in the journal Nature. Meyer was convicted of fraud in 1996 over the claims made in his patents and died of an aneurysm in 1998. True Believers exploited his death as evidence of a free energy suppression conspiracy theory involving oil companies. PESWiki, for example, doesn't even refer to it as a conspiracy theory, but just says his death is "mysterious" and due to poisoning.

Here is an example of one of the electrolysis solutions I had seen in the past. From a quick viewing, it would appear the claim is the car is powered by water. But, listen carefully at around 5:59, he says it needs power to separate water into hydrogen and oxygen. This example is a hydrogen powered car, not a water powered car. The inventor is really promoting his hydrogen storage system, but it is easy to twist this to look like a water powered car.
You may be referring to Stanley Meyer. His death in 1998 has been twisted to sound like he was murdered. There are many videos of Meyer demonstrating his “water powered dune buggy”
