(a) The top spending priorities of the Federal government includes:
1. social security, which includes medicare function, defence and international security assistance, safety net programs and interest on debt
2. Education, which, in turn, would provide skilled manpower for the economy which could contribute to its growth
3. Research & Development
4. military spending
5. Interest expenses
(b) Federal government has a responsibility in regard to health needs of citizens and the federal government should take proper care of health needs of the citizens. This is because a healthy citizen builds a healthy society. Healthy individual could provide high productivity in the production process which could trigger the growth of the economy. This issue should also be actively looked after by the States so that better and proper care of the health of the citizens is done. There should be compensation in the medical benefits, proper health insurance plans and medicines at accessible rates for the citizens.
(c) Higher taxation in order to provide for the health needs of citizens SHOULD NOT BE PROMOTED as firstly, that would decrease the purchasing capacity of citizens and they would be unable to purchase medical benefits. And the government would have to spend extra to provide medical benefits to them. Such situation may create fiscal imbalance in the economy.
d) The government has an ethical duty to provide health care to individuals without health insurance and the citizens must be provided with that. This is because investment in health is not only desirable, but it is an important priority.The government should aim to harmonise health and economic policies to improve health outcomes and also minimise any negative impacts while promoting synergies wherever possible.
