some times partisan is best choice for the policy makers where as some times proactive and aggressive system is best. it will be depends on the nature of the issue and the level of difficult involved in the issue. at the end every policy should turn good results to peoplee, for that only every government department works. similarly caongress also think in the same way and works on existing policies and made new policies. if not, they may not turn into positive results. a keen observation and clear strategies are two requirements to frame a policy.
