This can be termed as problem statement beacause this is true that in our study material we are taught many theories and practical situations in which we lean how to run an organisation in a better way but in the real world it is very difficult to get the problem solved easily, but depends upon your mind capability and learning and the kind of study that you hav done also the type of situation.
