The National Environmental Policy Act (NEPA) was the first congressional recognition of the need for a national policy for clean environment and provided for the distribution of authority for environmental policy among15 different federal agencies.

The main feature in NEPA was to ensure that during decision making process, environmental health must be taken into account. It provides guidelines for clean environmental, Environmental Impact Assessment, environmental quality etc. Most of the acts for environment in other countries are modeled on NEPA.

It was the first act for the protection of environment and was enacted on january 1, 1970, after an oil spill in Santa Barbara in 1969.

The preamble to NEPA reads:

"To declare national policy which will encourage productive and enjoyable harmony between man and his environment; to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man; to enrich the understanding of the ecological systems and natural resources important to the Nation; and to establish a Council on Environmental Quality.
