Questions for discussion 1. Is the concept of a right to health a sufficient basis for a duty to intervene in the case presented? Can this concept be applied in the same way in other contexts, for example, to public health programs in developed countries? 2. What should the eligibility criteria be for proposals submitted to the fund? What should the evaluation mechanisms be for these criteria? 3.Economic conditions could reduce the intensity of the fight against malaria (for example, by altering priorities, or by making funding unavailable, or by resulting in delays that cause intervention methods to become less effective). What ethical issues might arise under these circumstances? 4.What lessons learned should be transferred to other world-health interventions, particularly in the Zika virus situation?

Explanation / Answer

(1) A right to health is sufficient basis for a duty to intervene because it helps to conduct the health checkup measure of individuals frequently. The government becomes active to secure the health and well beign of its citizens for which different forms of policies and funds are released to insure the health of individuals. The medical facilites provided in government hospitals and private hospitals are increased. It helps in providing medical ammenities across different parts of the country which includes urban areas as well.

The public health programs in developed countries helps should follow right to health. It tends to enable the government to reach people of all sections to condict health care ammeneites at an affordable cost. The people hailing from below poverty line are financed for medical treatments so that they could get free aide for medical insurance. There are many health insurance policy schemes introduced by government so that people invest every year for a secure future related to healthcare ammenities.

(2) The eligibility criteria in order to submit to the fund includes the financial conditions of the person seeking medical treatment. If a person is not able to afford medical expenses then the government could provide financial assistance to the concerned indidivual. The insurance seeked by an individual tends to receive funds in case of medical issues, deaths, accidents, etc. It helps to provide instant monetary help to families whose member have been a victim of any health tragedy or medical ailment. The evaluation mechanism for such criterias must be the nature of medical treatment undertaken by the patient along with the source of funding by them. In case of poor people seeking medical aide free treatments is provided after checking the financial condition of the person.

(3) The economic conditions could reduce the intensity of fight against malaria. It could include altering priorities at times when there is lack of funds availble which is done in situations where expenditure is avoided by the government. The other factor could be making funds unavailable so that there is allocation of existing funds and facilites in an appropriate manner. It could also lead to delays in causing intervention methods in order to become less effective so that low cost ideas are implemented and given more importance. This avoids over budgeting and over spendings on a particular medical ammenity or facility.

The ethical issue to arise under these circumstances includes improper funding to people living below poverty line. It tends to create less medical facility to the poor at low cost. The lack of introduction of new drugs made by pharmaceutical companies because of improper reserach and development team due to improper budget on medical issues by the government. It may create lack of propgress in the economy.

(4) The lesson to be transffered after being learned to other world-health interventions particularly in the Zika Virus situation varies which includes proper medical checkup even if a person is suffering from influenza. It might take the place of Zika Virus due to improper medical checkup. It may spread due to viral infections in contact of air. It is spread by the bite of Aedes species mosquitos and appearance ofsymptoms like joint pain, high fever, skin rashes, etc could occur to the person affected with the same. It may show damgerous effects tot he pregnant lady's womb where the infant after birh could be detected by brain defects for life.
