No, A manager's job cannot be said as universal becuase the job differs from company to company. The managers handle big firms while some managers handle small firms. Biggers firms involve more planning and alloting work to the subordniates. The nature of the job also differs if the organisation is profit or not profit. Different social, economic and political factors determine the functions of a manager.

For example- A manager in a company which focus on revenue maximisation will have different set of plans than a manager in company which focuses on profit maximisation.
