the pressure P' exerted o the bed of the truck by the
   plunger will be
   P' = P - Patm
   but we know that pressure = force / area
   so
   P = F / A
   the force is
   F = ( P - Patm) A
   if we assume that the plinger remains perpendicular tothe floor of the load bed the torque that
   the plunger creates will be about the axisas shown in the figure
   then the torque is
Torque = F l
      = ( P - Patm) A L
      = ( P -Patm) (pi r2) L
      = (2.78 x 106 Pa - 1.01 x105 Pa) (pi) (0.249 m)^2 ( L )

Substitute the value of L = length of dump truck trolley from the image and calculate the answer.
