As the velocity has not changed after the application of the combined force, the acceleration should be zero.

=> Net force is 0

=> Fa + Fb = 0

=> Fb = - 15 i N

(b)

Even though the cart has some initial velocity, it's velocity didn't change after application of the combined forces.

This implies, acceleration is 0 in this case also.

=> Net force is 0

=> Fa + Fb = 0

=> Fb = -15 i N

(d)

To determine the Net force we have used Newton's first law of motion. As, the net force is zero, the cart continued to be rest or in uniform motion (with out change in velocity)
