= kq/r^2 = 9 x 10^9 x 35 x 10^-9 / (64^2 + (3.20/2)^2) x 10^-6

magnityude of E due to -q will also be same but direction will be different.

angle made by x-axis = tan-1(3.20 / 2*64) = 1.432 degrees
