It is because firstly final volume of 1000 ml was made by taking 200 ml of the original solution which makes it 1000/200 = 5 times diluted.

Then from this final volume made was 1000 ml by taking 500 ml of diluted solution. So the new solution is 1000/500 = 2 times more diluted.

Total dilution = 5 x 2 = 10.

So, the new solution is 1/10 concentrated of original solution.
